CombinES project – Comprehensice Renovation model: combining available subsidies with EPC model

The report presents the CombinES Comprehensive Renovation model with specified characteristics in the area of procedures, procurement, support programme conditions, the EPC business model and legislation changes. CombinES Comprehensive Renovation is a special case of Comprehensive Renovation where the building envelope part of the renovation is subsidised and the technology part of the renovation is implemented with the intervention of an energy service company (ESCO) by applying the Energy Performance Contracting (EPC) model. The CombinES Comprehensive Renovation model has been tailored to the Central European countries participating in the CombinES project: Czech Republic, Germany, Italy (northern regions), Poland, Slovakia and Slovenia. However, the main proposed model needs to be adjusted to circumstances in a particular country.
